Lighthouse successfully secured planning permission for a Battery Energy Storage System (BESS) within the Test Valley. The site was located within the Open Countryside and was subject to a ‘Local Gap’ policy designation. As such it was essential that the site location was well-justified, taking account of possible alternatives including brownfield land within the area. The planning application resolved complex technical matts relating noise and fire safety, whilst the landscape management plan will effectively mitigate the visual impacts to allow a sensitive integration of the development in its setting.

CHALLENGE

The site was located within a semi-rural location and subject to planning constraints similar to a Green Belt restriction. Well-resourced local opposition to the scheme also posed a challenge at Planning Committee.

SOLUTION

A thorough justification for the siting of the development in this location was prepared and evidenced by a robust demonstration of the key site selection factors. A technically sound Fire Safety strategy allowed support from key consultees and allayed concerns of Planning Committee Members.

LESSONS LEARNED

The project highlighted the importance of addressing Fire Safety concerns with robust technical evidence and the support of the local Fire Service. This gave confidence to decision makers on an important planning issue and one which was frequently raised by objectors.

A comprehensive explanation of the site selection process also helped to justify the location and allowed for the siting of the project within an areas which would otherwise have been protects by planning policy
